Language in education programs can have many incarnations because there is no single program that fits all locations and all circumstances. Europe is a good example of this diversity of programs. In territories where a regional, minority or minoritized language coexists with a hegemonic or state language, one model has established itself as the leading model because it achieves the objective of guaranteeing that the two languages ​​- the regional language and the of State – are effectively and fully learned in the education system: the linguistic immersion model. However, this model has been the subject of discussion in recent years. Too often, these debates were aimed at discrediting the so-called language immersion programme, although it has been praised by many experts and international organisations, such as the Commission’s High Level Group on Multilingualism (European Commission 2006 :12), the United Nations Special Rapporteur on Minority Issues (2020) and the Committee of Experts of the European Charter for Regional or Minority Languages. In order to contribute in a precise, enlightened and rigorous way to this debate, the NPLD commissioned from Professor Avel.lí Flors and Professor Montserrat Sendra (University of Barcelona), under the coordination of Vicent Climent (Government of Catalonia), a comparative study research study presenting the cases of Brittany, Catalonia, the Basque Country, Ireland and Wales to shed light on the models that best serve the objective of ensuring full bilingualism. The preliminary results of this report were presented during the round table “European linguistic models in education”, at the Maison du Pays de Galles in Brussels, on 19 May. Debates on any public policy – ​​and the language in education model is public policy – ​​must be strictly based on impartial, non-partisan and rigorous data. The intention of this report is to provide the necessary data that will certainly be useful to better account for language models in education.
